Los Angeles, Paris Both Get ‘A’ Reviews In Summer Games IOC Evaluation Report

July 5, 2017: Being the only two cities in the process, it is all but certain that Los Angeles and Paris would both receive approval to host upcoming Summer Games when the International Olympic Committee meets this coming September.

The question is which city would get to host the 2024 Summer Games and which the 2028 Summer Games.

The IOC unveiled a report from its Evaluation Committee today following nearly two years of extensive examination, which confirmed that both cities would make excellent hosts, but did not move any closer to resolving the issue as to which city would be awarded which Games.

Executives for Paris 2024 have all but specified that the city would host the 2024 Games but not the 2028 Games. LA 2024 executives blinked, saying they would prefer the 2024 Games but would certainly welcome the opportunity the host the 2028 Olympics.

The IOC said that its evaluation report is a "milestone in the candidature for the Olympic Games 2024. It is the outcome of a collaborative work between the International Olympic Committee and the cities over the past one and a half years.

"It is the full assessment of the two projects in each an every one of their different and important aspects. We want to make sure we have the best Olympic Games in 2024."

The report has "fewer challenges than in the past," according Patrick Baumann, chairman for the 2024 Evaluation Commission and an IOC member, said in the video report released by the IOC. "Both Los Angeles and Paris began with very strong proposals.

"Also, the three-stage process offered the cities multiple opportunities to address any challenges along the way and refine their candidacies."

According to the Evaluation Committee report, 97% of the venues in Los Angeles to be used for the Summer Games already are in place compared to 93% of the venues in Paris.

One significant area in which Los Angeles and Paris differ: In L.A., the Olympic Village that would be used to house athletes already exists as student residences on the campus of UCLA, while Paris would need to construct housing, which Paris 2024 said would be part of new housing construction along the River Seine.

"Members of the Evaluation Commission have used the terms 'forward-looking,' 'innovative,’ 'vibrant' and 'cool' to describe the Los Angeles candidature; and 'historical.' 'cultural,' 'conic’ and 'amazing backdrops' for that of Paris," said Baumann.

"However, whatever the description, it truly is a tale of two great Olympic cities. The two projects are different in nature, but each city presents a proposal which is genuinely authentic and reflects the best of what each has to offer. Whether we will be in L.A. or Paris in 2024 we will have a fantastic Olympic Games," said Baumann.

"We are absolutely delighted that the IOC’s report highlights that Paris would be an excellent host of the 2024 Games and is ready to deliver a wonderful celebration of Olympic sport with real and meaningful legacy," Tony Estanguet, co-chairman for Paris 2024, said in a statement in response to he report.

"We are honored that Paris’ compact, city-center Games Plan received extensive praise and that recognition was given to our public engagement programs and plans to promote the values and the spirit of the Olympic Movement, particularly among young people.

"We are particularly pleased that the IOC recognized that this is an athlete-focused plan and that all athletes, media, and spectators will have a great Games experience in Paris 2024,” said Estanguet,

The IOC report said that keeping in line with the reforms of Olympic Agenda 2020, "Both Los Angeles and Paris are planning to use a record number of existing and temporary venues, a first in Olympic history. Such proposals will lead to significant cost-reductions in organizing the Olympic Games and make them more sustainable.

"By providing a full assessment of the two projects, the report reflects the dynamism of two world- class cities and gives credit to the work undertaken by both cities, while underlining the close collaboration with the IOC during the whole evaluation process."

The IOC would put itself in a precarious position at this point by rejecting one city or the other. In June, the IOC confirmed that for the first time it would name two Summer Games host cities simultaneously.

The decision was based on finances as well as logistics, with Los Angeles and Paris as the only sites actively seeking to host the Olympics.

Budapest, Rome, Hamburg and Boston earlier dropped out or declined to bid on the 2024 Summer Games after indicating their participation.

The IOC had only two candidate cities for 2022 Winter Games — Almaty (Kazakhstan) and Beijing, which won the bid — following decisions by Oslo, Stockholm, Krakow and Ukraine's Lviv to withdraw their bids.

Tokyo, which in 2013 was named as the host city for the 2020 Summer Games, has faced extensive financial challenges and has had to revise its budget downward by billions from its original estimates. The most recent estimate to run the Games was put at $16.8 billion by local officials, but the IOC and others were still seeking cost savings of as much as $4 billion or more.

"Los Angeles is one of the most entertaining sports and leisure destinations on the planet; Paris has a history second to none," said Baumann.

"On any given day, people around the globe enjoy Hollywood offerings of great storytelling and showcasing technology, while at the same time they dream of visiting Paris, one of the world’s most dazzling tourist destinations.

"With the support, enthusiasm and passion of their citizens and athletes, Los Angeles and Paris have presented the best of their cities. And their best is as good as it can possibly get for the Olympic Games," said Baumann.
