Planning Ahead: USOC Puts Priorities In Focus Prepping For ’18 Winter Olympics

By Barry Janoff

September 25, 2017: The 2018 Winter Games are about 18 weeks away (Feb. 9-25), and the U.S. Olympic Committee is planning its 100-day out party and other activation as the event in South Korea approaches.

Among other plans, the USOC unveiled details for Team USA WinterFest presented by Hershey’s, a 13-stop interactive festival scheduled to begin in New York on Nov. 1.

But at a media conference, top executives from the USOC also talked about such issues as security, politics, the Russia doping scandal, athletes taking a knee during the National Anthem, the lack of NHL participation, sponsorships and the possibility of putting in a single- or multi-city bid for the 2026 Winter Games with the International Olympic Committee.

"We’re preparing as if we are going," said Scott Blackmun, CEO for the USOC, regarding the volatile situation among North Korea, South Korea and the U.S. "We understand athletes may have questions and concerns. But our job as the national Olympic Committee for the United States is to make sure athletes have an opportunity to go and are supported by us."

The USOC and IOC have long faced challenges at the Winter and Summer Games, including 2016 in Rio de Janeiro when problems included financial woes, the Zika virus, water pollution, security and mass transportation.

In addition, the ongoing situation regarding a doping scandal and athletes from Russia has escalated since the last Games.

Last week, France Minister of Sport Laura Flessel said the nation would consider withdrawing from the 2018 Games if the team’s safety was seen to be in danger. She later clarified her position, telling local news outlets, "France will go to PyeongChang with its national team of players."

"We are approaching these games no different than in the past,” said Blackmun during the media conference, held today in the Grand Summit Hotel, Park City, Utah. "Making sure our athletes are safe. We are moving ahead so that our athletes have the opportunity to go. In the event of the unthinkable, there are precautions in place.

"Each Games presents a unique set of circumstances, You have to look at where you are going to see what we need to do to make the Games the best for the athletes," said Blackmun.

Closer to home, executives addressed the topic of NFL players and other athletes taking a knee as part of a "quiet protest" during the playing of the National Anthem.

"The athletes who are protesting are doing so because they love their country and we support those peaceful protests,” said Blackmun. He said that "the USOC has specific rules against any protests. But we respect the rights of the athletes to do so," specifically naming Tommy Smith, who raised their fists while on the podium during the 1968 Summer Games. "That has always been part of the Olympics."

Among its issues, the USOC is dealing with the decision by the NHL not to send its players to the Games, with the league stating its desire not to stop its games for weeks during the middle of the season. Issues involving finances and travel were also key to the NHL’s move.

"We are disappointed that we won’t have best NHL players," said Blackmun. "But we understand (their position). Hopefully they won’t be out for more than one Games."

Added Lisa Baird, CMO for the USOC (pictured with Scott Blackmun), "We will miss the NHL but we have one of the world’s best women’s hockey team and you will see a lot from our Sled Hockey teams (the men's team is the defending gold medalists in the Paralympic Games). "You will see marketing behind the full breadth of our hockey teams."

Looking past the 2018 Games and the 2022 Winter Games in Beijing, USOC executives said they had not officially talked about bidding on the 2026 Winter Games but could begin to do so during an executive meeting in October.

"We were just granted the 2028 (Summer) Games. We have not met to discuss Winter Games as yet, (but) I expect we will discuss them at out next meeting on Oct. 13," said Blackmun.

He said that Salt Lake City, which has expressed interest in hosting the 2026 Winter Games, could face competition from such sites as Denver and Lake Tahoe-Reno. Which might lead to the U.S. submitting a multi-city bid.

"We’re grateful we have multiple cities interested," said Blackmun. "We have to hear from the IOC if there is room for more than a one-city bid."

"We definitely interested in hosting the Winter Games at some point. But we have to see the circumstances and which cities are interested."

The USOC stressed that any bid for 2026 could not have any impact the 2028 Games.

"We are working with the LA2028 committee and they would be involved in meetings and discussions," said Blackmun.

According to Probst, "We definitely interested in hosting the Winter Games at some point in time. But we have to see the circumstances and which cities are interested. We have to monitor that, see what the situation looks like and develop our strategy."

Regarding the situation with Russia and the plethora of its athletes who have been suspended, had their Olympic medals taken away or are under investigation due to the use of illegal PEDs, Larry Probst, USOC chairman, said regarding the Russian situation, "Once the (World Anti-Doping Agency) shares its results it’s up to the IOC to take the next steps."

On the topic of marketing, such IOC and USOC partners as Visa, Dick’s Sporting Goods, Nabisco and Deloitte last week unveiled some of their plans for the Winter Games. Other official partners arte expected to follow in the near future.

Team USA WinterFest presented by Hershey’s is expected to include participation from many if not all of the USOC's partner roster. After opening in New York’s Times Square, WinterFest is scheduled to make 11 other stops in the U.S. and one in Seoul, South Korea. (See the full scheduled here.)

Activation will include athlete participation, live music, a S’moresmobile offering Hershey’s S’mores, a team USA Social Media Truck and a Curling Challenge, both presented by Oreo.

Pop-Up stores will offer the Team USA ’18 Winter Games Red White and Blue collection.

"We have the most passionate fans in the world, and we are thrilled to capture the excitement of the upcoming Games and bring it to our fans across the country through Team USA WinterFest," said Baird.

"Thanks to the support of great Team USA partners, fans can meet inspiring athletes and enjoy the multiple interactive elements as they join Team USA in celebrating the upcoming PyeongChang Games."

Baird admitted that national enthusiasm for the Winter Games "has been slow to date but there is a building of momentum. (Broadcast partner) NBC is turning on its promotional weight. Top sponsors are doing things in the U.S. and South Korea."
